Background

Right Side Human Rights Defender NGO, with the support of the UK Government Foreign, Commonwealth & Development Office (FCDO), implements the project “Strengthening Trans Organising Resiliency and Capacity.” The project aims to empower LGBTIQ activists in Armenia, Georgia, Azerbaijan, Turkey, Moldova, and Ukraine to strengthen advocacy capacities, counter anti-gender movements, and promote legal gender recognition (LGR) without forced sterilization.

As part of this initiative, we are developing a Toolkit on Countering Anti-Gender Movements. The toolkit will equip activists with practical strategies, advocacy techniques, and communication resources tailored to the unique challenges in each country, empowering them to protect rights and advance gender inclusivity within their communities.

Objective and Scope of Work

The consultant will:

  1. Review existing research, reports, and resources on anti-gender movements in Armenia, Georgia, Azerbaijan, Turkey, Moldova, and Ukraine.
  2. Conduct interviews and consultations with activists, experts, and stakeholders in the six target countries to gather relevant insights.
  3. Draft a comprehensive, practical, and user-friendly toolkit for LGBTIQ activists to counter anti-gender movements, including:
    • Advocacy strategies and techniques
    • Communication strategies for countering anti-gender rhetoric
    • Practical resources and tools tailored to each country
    • Case studies or examples where applicable
  4. Incorporate feedback from regional training participants and experts to finalize the toolkit.
  5. Deliver the final toolkit in a professional format ready for distribution.

Expected outcome: A finalized, actionable toolkit, adapted to regional realities, distributed to activists in the six target countries.

Deliverables

  1. Inception report outlining methodology and interview plan.
  2. Interview summaries or transcripts from activists and experts in the six countries.
  3. Draft toolkit for review by the project team.
  4. Final toolkit in digital format ready for distribution.
  5. Recommendations for future updates or adaptations of the toolkit.

Duration and Timeline

Assignment period: October 25 – December 10, 2025

  • Interviews and consultations: October 25 – November 15, 2025
  • Draft toolkit preparation: November 16 – November 30, 2025
  • Review and final toolkit submission: December 1 – December 10, 2025

Required Qualifications

  • Proven experience in LGBTIQ rights, advocacy, or gender issues.
  • Familiarity with anti-gender movements in Armenia, Georgia, Azerbaijan, Turkey, Moldova, and Ukraine.
  • Excellent research, writing, and analytical skills.
  • Experience in conducting interviews and consultations.
  • Fluency in English; knowledge of regional languages is a plus.
  • Experience developing toolkits, training manuals, or practical guides for activists.
